At today’s 15th plenary session of the Senate of the Oliy Majlis, the Law on Amendments and Additions to the Law “On Local State Authorities” was discussed and approved by the senators.

🔺 The Law introduces a number of important innovations into the activities of local representative bodies:

✅ The institution of Deputy Chairman of the Council is being introduced in local Kengashes. He will simultaneously perform the duties of the Head of the Council Secretariat.

✅ To ensure the continuity of the Councils’ activities, the Presidium of the Council is being established. It will include the leadership of the Council, chairpersons of permanent commissions, and heads of political party factions.

✅ The institution of “Council Hour” is being introduced. Now deputies will have the opportunity to promptly receive responses from local state bodies and responsible officials on pressing issues affecting the population.

💬 As noted by the senators, this Law will serve to ensure the implementation of the President’s Decree No. PF-98 dated June 23, 2025, and will become an important step in putting into practice the principle “Strong Council — Accountable and Proactive Hokim”.

📝 The adoption of the Law will contribute to:

— increasing the effectiveness of representative oversight; — improving the efficiency of solving territorial problems.
