Behind Every Decision — Precise Calculations, Engineering Analysis, and the Hard Work of a Large Team: How Amir Temur Avenue Became Safer and More Comfortable

To create safe and comfortable conditions for pedestrians, drivers, residents of the capital, and guests, the Tashkent City Administration, YHTEM, the Road Traffic Safety Department of the Tashkent City IIBB, utility services, and other divisions of the hokimiyat are working together.

Comprehensive engineering work lies behind every decision. Specialists study transport and pedestrian flows, the width of the roadway, the location of stops, movement directions, visibility levels, and potential conflict points. Based on this data, engineering solutions are developed, and after analysis, projects are implemented step by step.

Such systematic work became possible thanks to the ongoing reforms and the establishment of the Road Traffic Management Center based on the Decree of the President of the Republic of Uzbekistan No. PQ-368.

One of the results of this work is the updated pedestrian traffic scheme around Amir Temur Avenue.

Amir Temur Avenue is one of Tashkent’s main landmarks, a symbol of Uzbekistan’s statehood, national revival, and historical memory.

Almost every guest visiting the capital stops at Amir Temur Avenue while getting to know Tashkent.

However, for a long time, access to the avenue was not equally convenient for everyone.

In some directions, pedestrians were forced to use underground passages. This created inconvenience, especially for elderly citizens, parents with strollers, and people with disabilities. In other places, people crossed the wide multi-lane road through unregulated crossings.

One of the crossings leading to the avenue from the International Conference Center was more than 30 meters long. The width of the roadway made it difficult for pedestrians to cross the road quickly and safely.

To make access to the avenue safe and convenient, YHTEM specialists, together with foreign experts, revised the pedestrian traffic scheme.

Now, regulated above-ground pedestrian crossings have been organized on five main directions leading to the avenue:

— From the International Conference Center; — From the Temurids History State Museum; — From Tashkent Kurants and Amir Temur Shah Street; — From Matbuotchilar Street; — From Sayilgoh Street.

Intelligent traffic lights have been installed at the crossings, “zebra” markings have been applied, and safety islands have been created on the widest sections. This allows pedestrians to cross the road in stages.

A modern approach to organizing city streets envisages creating a continuous, direct, and comfortable pedestrian environment for everyone. UN and UN-Habitat recommendations and international guidelines note that above-ground crossings are more convenient, especially for people with limited mobility.

The most important change is that people no longer have to choose between an inconvenient underground passage and crossing a wide road at risk. Regulated above-ground pedestrian crossings with traffic lights have been created on the main directions leading to the avenue.

The great effort behind every road change is not always visible from the outside. In reality, before decisions are made, measurements are taken on site, sensor data is analyzed, transport and pedestrian flows are studied, computer modeling and engineering calculations are performed.

In this video, we want to show not only the final result, but also the process that led to it. Behind these works are precise calculations, analysis, and the cohesive labor of a large team. The most important criterion is the safety, comfort, and lives of people.

The work carried out around Amir Temur Avenue is a vivid example of collective labor and an approach focused on human interests.
